With reference to your despatch No. 68 of the

8th of March last, I have the honour to transmit for your con- -sideration the enclosed copy of a report by the Director of Public Works on the subject of the improvements in road surfacing carried out by Mr. T. L. Perkins in recent years, together with

copy of a letter addressed by Mr. Perkins to the Director of Public Works in December last in which some cogent reasons are advanced for continuing the supervision of the construction and maintenance of roads under Mr. Perkins.

It carmot be denied that road surfacing has been revolutionised, as Mr. Chatham has remarked, in this Colony since Mr. Perkins assumed charge of the work, and the letter of the 2nd of December shows that the internal economy of the De- -partment has been very much improved in conjunction with the adoption of new methods.

Mr. Perkins is an extremely capable and industrins officer and I am convinced that it will prove an economy to continue the existing organisation by which the construction of New Buildings, Maintenance of Buildings, and Construction and Maintenance of Roads are placed under his control.
